The Government has announced that the Clean Car Discount (CCD) is ending on 31 December 2023.
- To get a rebate, you need to apply by 11:59pm, 31 December 2023.
- Eligible vehicles registered up to and on 31 December 2023 will be subject to CCD fees and rebates.
- Vehicles eligible for a rebate and registered up to and on 31 December 2023 can apply for a rebate up to and on 31 December 2023. Apply for a rebate here.
- No vehicles will be subject to a CCD fee from 1 January 2024.
- Rebate applications submitted after 11:59pm on 31 December 2023 won’t be accepted.

Eligibility Criteria
Eligibility criteria is set out in further detail in the Land Transport Act 1998 and any regulations made under that Act.
In short, the following eligibility criteria must be met:
1. The vehicle must be registered for the first time in New Zealand from 1 April 2022
2. The vehicle must have a safety rating of 3 stars or more on the Rightcar website at the time of registration: www.rightcar.govt.nz
3. The vehicle must have been purchased for less than $80,000 (New Zealand dollars), including GST and on-road costs (the purchase price).
4. The rebate is payable only to the first person or business registered to the vehicle (regardless of ownership)
How to Apply
If you wish to apply for a rebate, you must complete the online application form, including reading and agreeing to the terms and conditions, which can be found here.
In completing the application, you will be required to provide the following supporting documentation:
- a copy of the vehicle offer and sale agreement (or such alternative documentation as Waka Kotahi deems necessary in the circumstances);
- proof of the registered person's bank account;
- GST number if the vehicle is being used for business purposes
Rebates Available
The rebate available to you will depend on the type of vehicle you have purchased and the time at which the vehicle is registered.
The following are the indicative rebates:

Fees
The government regulated scheme will also see vehicles which emit higher rates of CO2 be subject to fees. The person who registers, for the first time, any new or used vehicle with CO2 emissions of 192 grams or more per kilometre must pay the fee calculated pursuant to the formula set out under regulation 7 of the Land Transport (Clean Vehicle Discount Scheme Charges) Regulations 2022.

*The CO2 emissions of the vehicle must be calculated in accordance with the Land Transport Rule: Vehicle Efficiency and Emissions Data 2022.
Note: figures above are exclusive of GST. The fee (including applicable GST) must be paid to the Registrar of Motor Vehicles at the same time as the person pays for the registration of the vehicle.
